Wether something is called "art" or not - is depending on the taste of the recipient of course.Well - here comes my personal definition:for art we need these elements:- craftmanship/skill- inspiration/soul- deepness/mind-stimulance- a feel for proportion /esthetics*Craftsmanship- the definition for craftsmanship should be relatively easy:- in music: knowledge and skill in harmonics, rhythm and melody- in painting and visual art: knowledge and skills in perspective/space , use of colours- in poems: knowledge and skill in the rhythmics and "colouring" structures of languageGenerally the above said can be implemented into the resulting artwork minimalistically or with almost fractal detail - or something between these extremes. But there should always also be "master-structures"/"arranging"/"pacing": a feel for proportion.In arts as computer-games, movies/videos or music the necessary skill also includes a sense for time and pacing ("arranging").In a sense this is also valid for poems (a poem e.g. can feature a climax, an intro, an ending etc)and for visual arts.If art is overloaded, then this has to be an obvious means - not a sideffect, caused by ignorance: a feel for proportion.*Inspiration/Soul This is the most important factor!...and that's why children's paintings are more often art, than mature's reproduction of the visible in naturalistic styles, merely imitating photography.The recipient should communicated to emotionally.*Deepness/MindstimulanceThis is the factor, that makes you think or wonder about an aspect of a piece of art - not emotionally, but intellectually.*Proportion/EstheticsI dealt with that side up there under "craftsmanship".Generally proportion is essential - no matter how high the "density" of the piece of art may be.The completely symmetrical is to be avoided (boring) as well as the completely unstructured (meaningless).***In a short under-the-line statement:Art needs- skill - emotion - mind - proportion where the skill is only a means of transport to touch the recipient emotionally and intellectually, while proportion is the underlying order.Skill is learnable. Personally I respect works most, that feature all of these above-mentioned qualities quite equally.
